Italy introduces simplified landscape authorization: fewer restrictions and more growth opportunities

The open-air sector is welcoming with satisfaction an important milestone that has just been achieved. The regulation simplifying the installation procedures for mobile accommodation units within open-air tourist accommodation facilities will come into force on 27 May.

This is d.P.R. n. 73/2026, which amends d.P.R. n. 31/2017 concerning interventions excluded from landscape authorisation or subject to simplified procedures. The new regulation introduces a significant change for campsites and holiday villages already holding landscape authorisation: it will no longer be necessary to apply for a new authorisation for each individual unit installed.

A faster and more streamlined procedure that will provide greater certainty in investment planning and further support the development of open-air accommodation facilities. Alberto Granzotto, President of FAITA Federcamping, underlined this point: “We will be able to welcome our guests with increasingly sustainable accommodation solutions, with low environmental impact and characterised by high standards of service and comfort; fully in line with the international standards of a sector in which Italy plays a leading role in Europe”.

What the regulation provides

In detail – as clarified by FAITA in a statement – the regulation exempts the installation of mobile accommodation units, such as caravans, mobile homes and motor caravans, from the requirement for landscape authorisation, provided that “the open-air facility as a whole is equipped with a landscape authorisation specifically covering the equipped areas with water, electricity and other utilities necessary to host them”, as explained by Duccio Maria Traina, Associate Professor of Public Law Institutions at the University of Florence.

In addition, the units must comply with UNI EN 13878:2007 standards, retain the requirements necessary for road circulation or transport, be fitted with functioning rotation mechanisms, have no permanent connection to the ground, and be equipped with systems ensuring their easy removability.

Finally, the new regulation establishes that the simplified landscape authorisation will also apply to procedures concerning works necessary for the structural and qualitative upgrading of equipped areas, such as the redevelopment of spaces intended for the positioning of caravans and motorhomes.
