Catalonia regulates campsites in flood-prone areas with a new safety decree

The Generalitat of Catalonia has presented a new draft decree to regulate campsites located in areas with potential flood risk, as reported by the magazine Camping Profesional. This new text follows the withdrawal of a previous decree (Decree-Law 4/2025), deemed unsuitable for the sector’s reality and affected by technical inconsistencies.

The new regulatory initiative, promoted by the Department of Interior and Public Safety and agreed with the Catalan Federation of Campsites, provides for a case-by-case assessment of each facility, with the aim of strengthening safety without hindering tourism activities.

In parallel with the legislation, the Catalan government has announced the installation of three new meteorological radars in the Pyrenees, at La Peülla, Pic de l’Orri and Tosa de Alp. Managed by the Servei Meteorològic de Catalunya (Meteocat), these devices will improve the accuracy of forecasts in high mountain areas and reinforce real-time prevention, with a total investment of six million euros.

New rules born from public-private collaboration

Unlike the withdrawn text, the new draft decree is the result of consultation between the public and private sectors. Developed within a working commission where the camping industry actively participated alongside technicians and public administration representatives, the text reflects the needs and concerns of campsite operators, for whom people’s safety and risk prevention must remain at the core of every action.

“We have walked together to ensure that campsites in Catalonia are increasingly safe and continue to be a benchmark in Europe,”  said Miquel Gotanegra, President of the Catalan Federation of Campsites. He also stressed the importance of a clear and flexible legislative framework that supports, rather than restricts, tourism and business activities, in order to provide certainty and foster sector growth.

The implementation of the new measures will be supported by a dedicated line of aid, managed by the Department of Enterprises, which will partially cover the investments needed for safety and prevention, thus facilitating the adaptation of facilities without compromising their normal operations.
