Italian Federturismo raises a cry of alarm (again): there is no seasonal staff and summer is at risk

Italian Federturismo, the National Federation of the Travel Industry and Tourism of the Confindustria system, had already highlighted, before the start of the summer season, that the associated companies reported, from all over Italy, very severe difficulties in finding staff. This problem, in a context of partial recovery in the demand for tourist services, risks constituting a very serious handicap for the companies in the sector, which could undermine the recovery expectations of the companies themselves.

According to Federturismo, the reason for this reluctance of workers to be hired by companies in the sector lies, among other things, in the “competition” that has arisen between earned income and use of citizenship income or other subsidies, such as NASpI (New Social Insurance for Employment). There are thousands of testimonials from entrepreneurs who have been refused employment offers by workers who are unemployed today.

The association argues that such a completely paradoxical situation conflicts with the underlying rationale of the workers’ protection tools. These certainly do not aim at discouraging the re-employment of the unemployed, but they constitute a means of combating poverty and also an instrument of active labor policy. It also highlights that the reward tools (in particular, the contribution exemption and the tax credit) designed to incentivize employers to hire individuals who benefit from citizenship income, on the other hand, do not encourage them to leave the subsidy to be re-employed.

Again according to Federturismo, the competition between work and citizenship income is particularly evident when it comes to executive level professional profiles. In fact, in these cases, the salary provided for by the national collective agreement and the value of the citizenship income do not present such a large difference as to incentivize the beneficiary of the subsidy to opt for a hiring, in particular seasonally.

Federturismo is confident that the Government, also in light of the rules introduced with the recent Decree to combat Corona that require additional human resources, can evaluate the adoption of an urgent measure to incentivize workers without a job to accept hiring proposals from part of the companies in the tourism and spa sector.
