With the aim of making Italian administrative procedures simpler and more uniform, an important development has been introduced for accommodation activities: the Agreement reached in the Unified Conference on 18 March has in fact updated the forms for submitting the SCIA, the Certified Notice of Commencement of Activity.
This measure is part of the Administrative Simplification Agenda and also directly concerns open-air accommodation facilities, which will be able to rely on more consistent administrative procedures, promoting greater certainty in the obligations required of businesses.
The new forms are more detailed with regard to company data and the characteristics of the activity, requiring, for example, the indication of the certified email address (PEC) and digital domicile (necessary for the digitalisation of procedures), as well as the ISTAT codes for Region and Province. The new templates also include a section dedicated to cadastral and ISTAT data, where the macro-category code, category code and sub-category code must be entered.
CIN and three different SCIA forms
Among the most significant innovations introduced by the Agreement is one concerning the CIN: the National Identification Code must be included in the form, and the notifier must declare awareness that the CIN must be displayed outside the structure and indicated in every published advertisement.
Another change concerns the procedural aspect, with the introduction of three different forms for three separate cases: simple SCIA, single SCIA and conditional SCIA. The first, simple SCIA, relates to the main activity in cases of opening, modification or expansion where applicable. The single SCIA is used when additional notifications, communications or filings are attached to the main submission. Finally, conditional SCIA applies when it is necessary to submit an application at the same time to obtain authorisations or acts of consent, and in this case the activity may only start after the required acts have been issued.
The section concerning the documentation to be attached has also been further clarified and organised. Everything is clearly marked, from the basic documents, both mandatory and optional, that accompany the single SCIA, to the authorisation requests to be obtained in advance in the case of conditional SCIA, as well as further economic, fiscal and formal documents, including proof of payment of charges or fees and payment of stamp duty.
Regions and Municipalities required to adapt quickly
When will the new forms be available? It is the Agreement itself that sets the adaptation timelines within which the various administrations must amend the forms currently in use: 45 days for the Regions and 60 days for the Municipalities.
For businesses in the camping and open-air hospitality sector, it is therefore important to check with the competent administrations that the forms have been effectively updated and to pay attention to any regional additions (it should be noted, in fact, that the forms include some variable sections that allow Regions to adapt specific content to their own regulations).
Assocamping Confesercenti, which represents a portion of Italy’s outdoor hospitality accommodation sector, will monitor the implementation of the new standard forms and support operators throughout this transition, providing assistance to those who require it. It will also collect and report any operational issues that may arise in relations with Regions, Municipalities and Single Contact Points.
