As reported by the German Federal Association of the Camping Industry, BVCD, on the website http://www.campingplatz-deutschland.de on Tuesday 16 March 2020, considering the progression of the coronavirus epidemic, the federal government and the heads of government of the federal states have recommended that overnight offers in Germany should only be used for “necessity and expressly not for tourism purposes.” Being a recommendation, however, each federal state decided to apply the indication differently.
The federal states highlighted in red in the graph below have followed government advice and have completely prohibited camping for tourism purposes until April 19, 2020. With the exception of Baden-Württemberg where the deadline will be June 15.

In Thuringia and Rhineland-Palatinate the situation is different in that no decree has been approved with a uniform regulation, but a regulation has been adopted at the district level. Counties are encouraged to act and decide for themselves how far to implement the federal government’s recommendation. The situation is not yet clear in Saarland.
As for permanent camping, however, even if not for tourism purposes, it is foreshadowed as unnecessary and therefore probably forbidden. At the moment, however, the situation is still unclear in this regard.
